This morning's satellite picture (below) shows the very weak cutoff low is is off the Pacific Northwest and Canadian coasts. Since this system is cutoff from the jetstream it's movement will be very slow. The main this this low does is keep the high pressure area off the coast from pushing northward and heating things up.
Today through Thursday most of the inland areas of the north state will be sunny with a few afternoon clouds over the northern mountains. Temperatures will continue a few degrees below normal and winds will be light.
Friday through early next week the high will push northward and we will see sunny skies and above normal temperatures (sde map below).
